Dear bansel,
Can I take step 3 before getting USMLE certificate? (the result of the last test pending) :roll:
Of course I will apply to states that don't require postgraduate training.

USMLE certificate is not required for STep 3, no matter what state are you in. Some states require completing 1 year of residency for taking it. But you can register with a state that does not have this requirement.

Example: you are doing residency in NC and are ggoing to practice in CA, so you can select CA as your licensing authority for taking Step 3.

Dear Bensal or Anatolyk,
As I've read in page 4 USMLE Bulletin of information, obtaining certification by the ECFMG is one of the requirements for step 3 eligibility. Please let me know if I understand wrong, as I am in the same situation of the gueast asking the question above.
