Program directors or associate directors responsible for hiring have a very challenging task. They need to fill their positions without sacrificing quality. Apparently they did not do a good job in the last year's match if some positions left unfilled. It is a natural selection process. If a program invites too many candidates with great qualifications, they are risking to have unfilled positions as these candidates are likely to rank some other programs higher and therefore overall program level goes down because they have to find somebody in the Post Match. If a program invites mostly candidates with low scores, etc. its quality goes down as it becomes less and less competitive. The goal is to get the right blend of people, so that the program gets filled in the match, with people that match program criteria the best.

Now, back to the question. While past performance does not guarantee future results, programs that had unfilled positions last year are more likely to accept interview candidates with credentials outside of their normal requirements.

While unfilled positions for the years prior to 2012 might be useful, focusing on the ones from the last two years should yield the best results.
